Nov 13 Governor Scott introduced an addendum to the executive order, extending the State of Emergency through December 15th, and implementing the following measures, in response to the marked increase in COVID-19 infections:

Multi-household gatherings are prohibited, including indoor and outdoor, private and public events. Bars and social clubs cannot offer in-person service, and restaurants must close in-person service at 10pm.Restaurants and other public accommodations must maintain a log of all staff, customers, guests, etc. Vermonters are required to comply with Department of Health contact tracing. College students returning home from both in-state and out-of-state institutions must quarantine. All reactional sports programs (but not school programs) are suspended. This prohibition will be reexamined weekly, so it can be lifted as soon as possible. All businesses, non-profits, and government operations must institute telework to the maximum extent possible.

All non-essential travel to or from Vermont now requires quarantine, as rates of COVID 19 continue to rise. On November 11th, Veterans Day, Vermont broke its record for a single-day Covid case count, with the number reaching 72 cases. This increases the total case count to 2,535, with 59 deaths total. Now everyone coming to Vermont must quarantine for 14 days or get a negative test after seven days. Governor Scott also expressed concern about Covid-19 case totals in nearby states, and limiting social gatherings to 10 people has been recommended. The Montpelier ice rink outbreak now stands at 125 cases, and the Rutland County nursing home outbreak, was the source of another dozen cases.
